Hezballah didn't exist before the Israeli occupation of South Lebanon.
Palestinian refugees didn't exist before they were kicked out of their homes.
And the American Israeli plan was always to settle the Palestinians in Lebanon so at some point they lobbied for the army to step back from the Palestinians hoping to create a fait accompli and have the naturalisation happen. It was hard to gauge this just like they couldn't gauge isis/nusra.
The Lebanese and Palestinians are both to blame for their idiocy but they were and are just pawns in a bigger game.
