They are really not. This might be coming from American expectations or experiences since I've always mostly heard rumors, true or not - I don't know, that the cheap end of the market there indeed mostly or almost entirely consists of druggies and other not very attractive women.
Certainly they exist in substantial numbers in Europe too, mostly streetwalkers I would imagine, but in many of the Western European countries with legalized prostitution (and probably also some of those without) you can walk into a 20-50 Euros run down brothel for a quickie with a 7-8, even the occasional 9, frequently Russian or Romanian girl in her early 20s, and some likely only just legal.
A Romanian girl with no university eduction working a regular job in Romania might make around 500 Euros per month, and even a well educated Romanian - except for the very highest salaries - will still only earn perhaps a third or less of a Western European.
And while basic costs of living in many Eastern European countries is substantially lower than in the west, going out and buying eg. TV, smartphones etc. costs exactly the same as in Western Europe. Even shoes and clothes and other necessary non-food items are in many cases costly compared to income level.
It's not hard to see why even a pretty young girl might be tempted to work the brothels in richer countries - higher end establishments if she can get a job there, the cheaper less attractive ones if she can't (she might be pretty, but there are after all, as some have pointed out in this thread, a limit to the number of available jobs in the various establishments).
What is a bit surprising to me however is that the prostitute profession does seem to attract more girls from some poor countries than others. Bulgaria where I've been residing for several years is even slightly poorer than Romania, but from what I've heard there aren't nearly as many Bulgarian girls working abroad as pros as eg. Romanians and Russians.
Perhaps cultural attitudes and religion plays a role. Even though most women I meet here only seem fairly superficially religious.
