I love watches in the same way that I love cars; they are the only possessions that I really care about owning.
Currently rocking a small but growing collection
Next on the list is a PP Nautilus; the fact that nobody knows what it is a bonus to me.
Nobody should ever buy a watch as part of game though; not even men know much about watches on the whole. Women haven't got a clue and don't care. I've seen many friends make this mistake thinking the Gold Rolex will open the pussy floodgates!

What's an average price to get the scuffs and scratches out of a watch?
Best way to get it looking new again? I got a jewerly cleaning rag but I want it to really shine again.

for watches like that Omega (I have a Seamaster Pro with the Speedy style bracelet) you'd be amazed what you can do to restore a brushed finish, with a Scotchbrite pad.
Make sure you buy the green/yellow pads though - I usually buy the 'non-marking' pads for kitchen cleaning and was looking at the watch like an idiot when they weren't doing anything.

I would suggest looking into vintage pieces of reputable Swiss time piece makers. I've seen Zenith diving watches go for less than $700 and they have excellent movements and well constructed. Zenith watches seem to be retaining and gaining value recently due to the fact the manufacturer is slowing down. Seiko old skool diving watches - classic design, less than $500. Reputable watch makers have stringent manufacturing processes and certification standards. Many have been making watches for hundreds of years by skilled artisans. Well made Swiss watches can last a life time as long as they are serviced and cared for. Avoid bling.
Buy a watch/timepiece for yourself not for others. It's a piece of functional art a man can wear everyday and appreciate without being too "in your face." I personally enjoy looking at a gorgeous watch on my wrist. It reminds me to continue the hustle.
