With those two criterion (in no particular order):

1) Colima (Colima/Manzanillo): This is a pretty tiny state that is located on the Pacific side north of Michoacan and south of Jalisco. Colima is a cute little city but probably not anything special. Only spent an afternoon there and ate some pretty bomb ass food. Manzanillo has a bit of tourist base, but for beach cities it's super low key. Seems like it hit a bit of boom in the 80s or something, but never really turned into a big tourist destination.

I was there with my girlfriend, but I just had that "feeling" you get that there is some really fantastic gaming potential. Lots of cute girls walking around and I would think gringo factor would be high there. Patzcuaro is a great place to take a fling or girlfriend, it's a super cool colonial town right beside a lake. I saw a weird ass Mexican parade, a fighter jet show, and a big fair while I was there for two nights. Great cultural spot and this area is huge during the Day of the Dead. Zitacuaro has a huge migration of Monarch butterflies every year that would be cool to see. Michoacan in general is absolutely gorgeous, both the countryside and the coast. There is a town called Maruata that is completely deserted but one of the most gorgeous beaches I have ever seen and bomb ass fresh seafood. Stayed in a bungalow one night there and it was fantastic.

3) Veracruz (Veracruz/Xalapa/Boca del Rio): Veracruz is kind of a shit hole but has a dark side to it. I fucked a girl off couchsurfing there and I was getting eyefucked everywhere I went in that city. Boca del Rio is a bit more touristy but is a lot more upscale, even then it's mostly Mexicans and older people. Nice beaches there. Xalapa is a fantastic third-tier city in Mexico. Pretty clean and organized, some of the most beautiful girls in the country, and is a university hub. I really liked this city and spent a few days there but was unfortunately going through a bout of Montezuma's Revenge.

If you want to get off the beaten track of Mexico I highly suggest renting a car. It's quite cheap in Mexico especially if you start and finish in DF. I have rented a car twice in Mexico and both times probably paid just a hair more than I would have buying bus tickets. Mexican highways are pretty solid especially the toll highways. Having a car allows you to go to states in the Central-North area where cities are more spread out and you get to see the countryside better. It also allows you to hit up multiple states.

For example, I rented a car and did San Luis Potosi, I went from desert, to farmland, to jungle valleys and it was fantastic. Wouldn't have been possible by bus in the time frame that I had.

I don't think choosing a state is the best way to find what you're looking for since many of the states are small. If you want a central location with lots of other non-touristy cities within 2-3 hours I'd recommend a central place like Leon.

Leon itself is a pretty large city with practically zero tourism. From there in 2-3 hours you could reach other large cities like Guadalajara, Queretaro, Aguascalientes, Morelia, San Luis Potosi. There are also lots of smaller cities within reach like Guanajuato, Zacatecas, Irapuato, Salamanca, Celaya, etc.

I think it's fairly accurate. If you spend enough time in Polanco, La Condesa, and Colonia Roma you will see a fair amount of expats, but not a lot of American tourists.

Centro has it's fair share of tourists near the Zocalo, Bellas Artes, and Chapultepec Park, but you won't see many if you go out of that region (besides places like Xochimilco).

I live in the north region of Delegacion Miguel Hidalgo and I can go 2-3 months without seeing any tourists/gringos whatsoever. Hell I can go to some local markets near my apartment and get the "what the hell is this white guy doing here" look. The vast majority of DF is untouched by tourists. It's really only the Centro and higher-end neighbourhoods where you will see tourists or expats.

I am black American. On the lighter side. Lighter than many Mexicans in DF. I agree; the stares were not hostile.

For you daygamers out there:

I think one of the best places to daygame in DF is Plaza Carso. There's two malls there. Start in Antara (in between Av. Ejercito Nacional and Miguel de Cervantes) and walk around, take the back entrance to Plaza Carso. There is the mall there and also Souyama Musuem which is free to enter. Lots of nice talent in this area. The best time to go is in the later afternoon around 4-7 when many of the girls are getting off work.

Fairly low. The vast majority of the adult population will not speak any English. Upper class there is a much higher probability due to being involved in business or studying abroad. Younger people will probably speak a little or be proficient, but not insanely common. As a general rule, the higher educated, the more likely they will speak some English.

Also depends what neighbourhoods you hang out in. If you go outside of Polanco, Colonia Roma, Condesa, Centro, or high end suburbs like Santa Fe, virtually no one will speak English.

Yes you can get by. I know people who have stayed or lived here for short term that didn't speak/learn any and functioned.

-Dont want to get to know any new place in a new city.

Shes not that bright to be honest, at least in languages. Tried to teach her some words that shared a common root with english, and she didnt even knew the english etimology.

But my point is that even the most basic language skills will go a long way.

Oh and BTW, I am thinking about dropping a multi-level datasheet on Mexico on this forum. It would kind of a be a series of datasheets (not all at once but every once in a while I would drop down a big post) in the same thread outlining Mexican food, gaming Mexican girls, off-the-beaten track places in Mexico, ect. Anyone interested in me doing this kind of thing?
