Speaking for shit-talkers everywhere, I have to say, complaining is the mother of change. Contrary to popular belief, talking shit and doing something about it aren't mutually exclusive. The "Stop talking about it and do something!" platitude is bullshit. I'm more concerned with complacency--not complaining, not boat-rocking, and going along to get along. To articulate what's wrong with a situation is to begin to break down how to improve it. Oh, the chicks in your city are 4s, but act like they're 9s? Well, that's one thing you'll look out for in the future. Persistent, inactive whining is different than talking shit with your mouth, but doing shit with your hands.
I despise people who complain and do nothing also--whiny bitches. This guy may very well be one of those people. But I have no problem with cats who can make astute observations about a place or situation; articulate it in a funny/compelling way; make adjustments in their lives to improve that situation; and keep periodically talking shit about the old situation once they extracted themselves. You can be a hater, but you can also be a doer.
It's like the DC players on the forum. Most of them pulled themselves out of that shithole long ago (or found a way to make it work), but they rarely miss an opportunity to point out its shortcomings (especially vis-a-vis its women).
