Wow, I actually stayed at this hostel 20 years ago when I was backpacking around Europe. It was a good place then, no problems and met some cool people. It's a great hike up the mountain there, quite beautiful.

Cannes is expensive but it's not that bad. Count 18eur for a drink in Baoli. 200-400eur for a bottle (Im not talking about expensive Champagne of course since you have bottles at +30k EUR).
It's almost the same prices everywhere.
Le Palais is a bit of a scam because they charge you 50 eur entrance since they invite famous artists. Not worth it really.
Note that the best thing to do to enter Baoli is to book a table for dinner and then you are already inside to party. You pass the bouncers easily like that. That's a good thing to do especially if you are 2-3 men without girls. Same tip for the VIP room in St trop.
You can go highend if you want, and you can go normal and have a drink in the "carré d'or" (golden corner) in Cannes (it's where a lot of bars are).
You also have two Pubs (Morrisson and Quays)
You have the lounge on top of the Casino of the Palais des festivals, and you can still have a drink in the luxury hotels (Martinez, Carlton) or in one of the Casinos.

Ok my opinion based on my experiences:
Although there is a lot of money in the area these cities are also full of regular working types who are no more wealthy then you or I. There are places that these people hang out that cost no more than bars in our home towns. There are also lots of foreigners who visit who are not in any way wealthy.
So the Cote d'Azur has the moneyed types and the places that cater to them but that is the veneer that we notice because it is quite ostentatious. If you look beyond that you find that the place is no different than anywhere else ( this is especially true in Nice which is a large city ) and you just proceed as normal. Of course many women go to the area to snag a millionaire and so it's difficult to bang them because we don't have the Lambo parked outside of Jimmy'z but there are also thousands of regular women that are just looking for a guy and you don't need to play that game.
Monaco I find hard because I have never gotten beyond the veneer,that place really is crazy in terms of wealth displays. However I don't doubt with time you'd manage to find regular chicks there too.
Menton is a nice town to go to for lunch with a girl but not to party,it's full of old money not new so is laid back. The kind of place to find and marry an 80 year old multi millionaire but not her granddaughter.
I would say to surmise that Nice is LA and Monaco is Bel Air and Menton is Boca Raton ( if Boca Raton has not changed since I was there ).
Tourists and French chicks:
I'm no expert on French women having never had any heavy experience with them but I think you can get somewhere with them but you might need French skills. I don't speak more than 3 words unfortunately so I don't bother with them even when getting IOI's. That's stupid of me but it is what it is. I do have to say though that some of them are stunning with a lovely shade of brown to them. I have been infatuated with the girls on the Easyjet check in desks for years! Are there a lot of French tourists,I genuinely don't know. I know that the beaches are full of French women but are they local or on holiday,I could not say.
There are a shit load of tourists in the Summer however from all over the world.
So just my take here but if you wanted to target regular local French chicks I would say that Nice is your best bet,it's a large city with all that entails in terms of choice. However unless you moved there for a month or two it is my belief that you would be mostly hitting on tourists. Again to repeat I am no expert on local chicks so might be overplaying the difficulty. You might roll into town and have a French hottie on your arm in hours. Your skills may be much better than mine or simply more suited to the local scene.
I would remind you that I have not explore to the West of Nice. I don't know the scene in Cannes or St.Tropez etc. People who have might tell you to forget Nice and hit those towns.
So is it worth hitting the Cote d'Azur? I would say everyone should visit at least once,don't let the wealth put you off. You can do it without being rich. It's one of 'those' places to see in your life. However is it a great place to bang? I've never been anywhere else in France so tough to say. Put it this way if French girls were my prime motivation I would head somewhere else in France where I was on a more level playing field. If I wanted to chase tourists then yes the Cote d'Azur is good.

G,as a final post script to my earlier post I think that you and I probably run game based on a similar ideas ( However I think you probably amplify the persona more than I do ). The thing with the Cote d'Azur is that more people run that game down there than anywhere else in Europe so it is harder to stand out from the other guys. I can run my game in regular cities but it is hard for me to run it on the top level talent when you have playboy's pulling up in Lambos to the bars. Therefore maybe if you want to hit France you should base yourself elsewhere? Still check out the Cote d'Azur though,it is pretty epic and you will be glad you have seen it.

My favourite places to go to the beach are not in Cannes but in Theoule / St Raphael. It's really nice over there.
If you are into public beach go between Cannes and Mandelieu.
Definitely take the boat to go the 2 islands in front of Cannes. You can also go with a girl and swoop her on the island.

No it surely doesn't suck at all but it's not the same ambiance as Cannes.
Nice is more for bars/pubs. Cannes is more for highend venues with 8-9s girls.
Want to see hot girls in mini skirts and high heels? => Cannes
Want to chill with young girls more chill out who are there to learn french one summer? => Old part of Nice
Nice is just not as posh as Cannes or Monaco but it is more authentic and not so superficial.
Usually in the summer I hit Cannes, Monaco or St Tropez. And when Im back in winter I hit more Nice.
Now Nice is not the same as Alicante, you know in Spain people go out much more than in any other countries Ive been. Literally they live on the streets by night (tapas, late dinner, cañas, etc etc). It's not the same ambiance as in Nice for sure.
My recommandation for you to be based in Cannes is only driven by the fact that you like high end venues and I know you can afford the prices.
But now to really kill it in Cannes/Saint Tropez/Monaco you need connections.

St Tropez can be compared to Marbella, although it's more classy in St Trop. Cannes in a certain way is also similar but you'll find better clubs in St Trop.
Don't get me wrong Nice is pretty lively in the summer but it is just lacking some good clubs where people can go. But you will see a lot of tourists everywhere.

Well in June you still don't have that much tourists. If you want to avoid all the crowd I would recommend you the first days of July. It's when I went last year. Or also after the 15th of August.

Well basicaly the places where you will find action are (from east to west)
Monaco, Nice, Juan Les Pins, Antibes, Cannes, Saint Raphael (less), Saint Tropez. I will recommend staying on the coast. Now the hinterland is beautiful but not to party but more to discover the landscape.
There are gems like the natural park of Mercantour or the lake of sainte croix for example. But you won't meet many girls there

Oh ok, well all these neighborhoods are residential so nothing worth mentioning, Cimiez is one of the most expensive part of Nice for example.
Really all the cool places are closed to La promenade des Anglais, the old Nice, the port and the Place Massena.
Maybe someone has some hidden gems but I've never heard of any in those neighborhoods.
Nice and Menton have a large retiree population, the area is like the Florida of France. Off the beach, it's pretty much dead residential areas.

Looks like I could be heading there for the Monte Carlo Rolex Masters Tennis Tourney late April. I will explicitly spend weekdays in Monaco/Nice for cheaper prices on the tennis tournament. The weekend will likely be in Cannes or St. Tropez so I can party there.
It appears as if Cannes is safer bet with Baôli being a good supper club there. Cannes lodging via Airbnb seems to be cheaper than St. Tropez as well.

Im having a short trip in September and after reading this thread I got the impression that Nice is not the best city for going out. Will be staying in the middle between Antibes and Nice, so any club recommendations in that area (including Cannes) will be highly appreciated.

In Nice now. Weather sucks so city loses 90 percent of its charm. Even old town. Don't come outside of summer.
But it has a way of making you feel like you wanna chill here for a few weeks regardless.
The Riviera I think is a place for extended stays and not raids. Some groups of girls and tourists are around old town and sadly enough most were in hard Rock Cafe on the promenade.
