In terms of females, i'd have to give the edge to Jakarta, women have hotter bodies and the IOIs they give you are off the hook. even in the "popular" clubs. But for everything else, Manila, specifically the Makati district, you can pick a girl up right on the street (no, not that district) and logistics are golden, you can walk everywhere. As long as you're in yr 20's you wont be seen as a sex tourist.
But TBH anyone whos open to motorbiking should give Jakarta a +1, you avoid the traffic 100% which makes logistics easier to forgive

Manila is more convenient and better developed than Jakarta. Cebu is also a lot like Manila, but cheaper than both Manila and Jakarta. Jakarta is slightly cheaper than Manila except for drinks. You can see more attractive girls in Jakarta compared to Manila and especially Cebu, but when it comes to quality of attainable girls, I had more luck in Manila, though that might have been just random luck.

No matter where you go, stay within walking distance to a major shopping mall or a pedestrian plaza with a bunch of restaurants and bars, such as one on the Fort in Manila.
