Now I'm pretty skinny not very toned, an I'm wondering how can i get one similar to this one. Also what supplements you recommend such as weight gainer or protein, an overall diet plan. Thanks

If you're already skinny, just start bulking up straight away. Use the forum search to find threads on beginner weight lifting programmes.
Chronically under eat, do some pushups, be genetically blessed with good symmetry and insertion points, get natty dreads.

Don't eat crap food. Don't buy worthless supplements.
Lift free weights 3x per week with a 10-15 minute cardio warmup. Do abs after weights. You can do full body, or you can split. It doesn't really matter, you're not trying to get huge.
Do 3 sessions of extended and intense cardio per week on your non lifting days. Cardio can be in the gym, or outside, or in a pool. Also do abs after each of these sessions.
In less than 3 months, your body type will be similar to the picture, but a lot better.
Honestly the guy in the pic looks like a DYEL who doesn't eat much to me.

Remember the photoshop. He looks more ripped under the artificial lighting than he would under natural.
As already mentioned, put a T-shirt on him and he will just have a fit, regular look.
Though he's not big, he's not lanky either. I think this is a good physique to aim for before you attempt to add on muscle. Start lean.
