I would avoid Craigslist for phones as you will have to wade through scammers. I would use eBay, just search for carrier or factory unlocked [insert phone of choice] and look at the buyer's rating. I have bought and sold iPhones thru eBay with no problems. Also, make sure the seller is in the US. Once you win an auction, and if the phone is mailed post-haste, you should get it within three days.
Many moons ago I went to Peru w/o an unlocked smartphone. I didn't want to buy an expensive phone there and ending up buying a $30 flip phone just to text girls. End of my trip I gave the phone to a beggar!
Also, do not buy phone or sim credits at the Lima airport. It is like 5x more expensive than the Claro store. You will need copy of your passport at the Claro store btw. You can also top off your sim at the fancy supermarkets or Ripley department store in Miraflores. Good luck!!!
