Clearly OP doesn't have much of a background in mathematics because this is easily explained by the fact that attractiveness is a normal distribution. Like IQ or athletic ability.
That is the vast majority of people are around the mean (5), making most people in the 4-6 range with an ever diminishing number of people in the ranges further from the mean.
So just like you have very few geniuses (IQ) you also have few 8's and very few 9's and 10's in the overall population.
So we should expect 8+'s to be scarce.
That being said, it can of course be skewed by location and/or industry. For example places like the aforementioned Miami or LA tend to attract higher attractiveness people which skews the distribution in those locations. Same for attractiveness focused industries like fashion or elite sports.
In conclusion, if you want to find more 8+'s you need to move to places or be involved in industries that skew towards higher attractiveness.
