I guess you slightly misunderstood my point, though I agree with the rest of your message:
To Russians, Bulgarian accent means: Pronouncing "e" as..."e". The russians pronounce almost always "e" as "Ye", though "r" is the same as in Bulgarian.
You mentioned you're Japanese, right?? In that case it should be peace of cake to master natural Russian accent since you all pronounce "e" and "r" the same way.
However English and French are a totally different story.
In England and overall north-western Europe there's definite "special opinion" against Eastern Europeans. You should never attempt to game western-European women as an Eastern European. That's like Mexican guy hitting on girls from Texas - you get the idea. I am not saying it's impossible, but the question here is "why"? Especially as quality of women in eastern europe is higher.

The only time I've noticed a disadvantage is when a girl loses a sense of urgency to bang you. I lost out on a bang or two in Jakarta thanks to picking up some Indonesian and local Jakarta slang. In a place like that, where so few foreigners know even a word of the local language, you can be seen as a potential long term mate instead of a SNL. That's my hypothesis based on personal experience.
I recall another recent thread talking about how it's possible to get 'too good' at a foreign language which changes the woman's perception of you.
Aside from that it's always benefitted me. Latin American women, and from what I hear women all over the world, are head over heels for Spain and the Spanish accent. Brazilians in general love America and aren't big fans of Portugal, so a Portuguese speaking America should do pretty well all things being equal.
Much of this goes into playing into a girl's fantasy. Maybe she just saw Midnight in Paris; you, Jean Pierre, are in luck. Perhaps she's into bullfighting, or samba, or has always wanted to visit New York City. If you can diversify your portfolio, so to speak, you're going to click with more women and more importantly a wider variety of women. Language is a huge part of that.

The only way getting too good at a foreign language would hurt you is if the girl has some sort of hustle going and she thinks you won't fall for it / you know the score.
