The cheapest I've seen has been Norwegian airlines
http://www.norwegian.com/
I've seen fares as low as $150 one-way between New York and Europe (Oslo, Stockholm, Copenhagen). From there Ryanair and Easyjet can help with the rest of the journey.

I made a really brief post a long time ago about using wikipedia to get cheap flights based on the city and airline.
Using Airline Hubs to fly cheaper
Whatever airport is closest to you...Look it up on wikipedia
Example. We all know Fort Lauderdale, and New Work are big Airline Hubs.
FLL Airport Wikipedia
Go to the airlines part of the wikipedia and it give you a list of the airlines that fly out of there
You can search manually or possible Control F (find) and type what city you want to go to.
If an airline flies there..it usually has extremely cheap flights there..
I got in a bind once and overstayed my time in europe and needed a flight out of the country that same week.
I did this and found Condor airline flew between FLL and Frankfurt.
I ended up paying like 480 dollar for a flight 5 days in advance.
I stayed a night in FLL and then flew home from there
Bottom line. Its not only a decent way to find budget airlines..but you could find where airlines fly to and from often

also check holidaypirates.com at times, they look out for cheapest flights everywhere
Great recommendation! Checking it out now, and the prices are pretty wild.
