Cheating is rampant in east Asia.

Westerners often think of Asian cultures as being honorable but they don't understand that the Asian definition of honor is different than the Western definition.

Probably true. If everyone else in the country is cheating and you are not allowed to, you're at a disadvantage.

Not sure if this is a coincidence, but the absolutely worst (meaning best) cheaters I've ever known have always been Chinese. This is at all levels of the education system.

Anyone who has ever been to engineering school is not surprised.

The other thing about it, western engineers/scientists tend to be a lot more creative and think outside the box.
The SEA/Indian competition is all about rote memorization and test taking. Put a blank sheet of paper in front of them, they are lost.

The great Dr. Feynman wrote about this during his experience in Brazil, and that was in the early 70s (?give or take).
