I have had this situation before. A girl that I was sleeping with really hated condoms, not because she wanted to test me or trying to be pregnant, but because they cause pain (the bad kind of pain). If that is the case this might help....

We first tried to minimize the pain with lube, but still was not the optimum. Then we solved the problem with lamb skin condoms. She stopped complaining and really really was crazy about getting laid a lot.....you could feel that the pain was gone.
