Kagan was involved in the Project for A New American Century. Back in 1997 he, Rumsfeld, Cheney, Kristol, Scooter Libby, Wolfowitz and a number of other members of what would become the Bush Administration were convinced the end of America was imminent unless the US went through a massive military build up and then invade Iraq.

I believe he was right for the first 2/3 of the article, then it appeared to veer into what is likely his real agenda: the militirization of the US and the constructive or actual projection of that power around the world. He is regretful that the US is not as brutal as it allegedly needs to be (or at least as he wants it to be), but I'm not sure that is really the case.
