Personally I think that Jakarta is a pretty expensive city. A Long Island Ice T in most glam clubs and bars will cost you 100 000/120 000 rps, and sometimes more. Hotels and serviced apartments are definitely more expensive than in BKK. I don't know where you have read about 400$/month apartments, but just to give you an idea about high-end, a studio at the Ascott Residence will cost you at best 130$/day.
Anyway, and to answer your question, yes, there is beaches not too far from Jakarta. Carita is the nicest and is about a three-hour drive .... nice whites beaches behind swaying coconut trees, with as a bonus the panoramic view of the infamous Krakatau volcano (the volcanic island situated in the Sunda Strait between Java and Sumatra). You also can go to Anyer (about 120 km from JKT), which is a popular beach resort for Jakartataneses, and stay for exemple at the
Patra.
You can also spend two or three days in Bandung, and visit the tea plantations, ect(the city itself is interesting, it was named "the Paris of Java"). Bandung's countryside is really wonderful. If you do that, you need to stay at the Sheraton, which is a Balinese-alike resort up on the Dago hills, which views on the rice fields - really a nice place to kick out for two or three days. That said, I understand that living in Moscow you need your fix of exotism, but if you are in Jakarta for just ten days, you don't want to leave. IMO better you choose a hotel with an enjoyable swimming-pool (the Grand Hyatt comes to mind, the pool is truly gorgeous, but if you want to stay in Senayan area the Mulia is also great) and spend there your entire stay. Forget about those 400$/month apartments, JKT despite all its wonders, is a rather stressful city, and you need a nice accommodation. Don't hesitate to negociate. For a ten days stay, I'm pretty sure that you can get good rates (I've stayed once one full month at the Grand Hyatt with a terrific discounted rate).
About your last question, Indonesians are the nicest people on the planet, much nicer than Thais, period.
