You can use Hydrogen Peroxide if you want but I personally think it shouldn't be used. Even if you use Hydroden Peroxide and spit it out completely, there will still be some left in your mouth and if you swallow it, that can cause damage.

This can definitely happen and it is a side affect, 3% should be maxed limit for usage if one were to use hydrogen peroxide(I still don't recommend it), but if you get dizzy at 6% what makes people think 3% will be a lot better?

My view on Flouride is there is not need to ingest it. Topical it is beneficial but the arguments that its needed in water is complete bullshit. My parents never have been to dentists in probably 30 years. They both have great teeth from diet and little cultural things such as chewing sticks which help remove plaque, and eating bone morrow.
Dental health is completely warped because it is over inflated but is a necessary tool in overall health. The quasi market of subsidy, insurance, and private practice has ballooned the costs of dentistry. Dental health should be a free access just like general health here in Canada. Improving access to dentists would IMO be better then bullshit half ass solutions such as municipal water. There are better solutions out there but simply out of cost and greed they are not looked at.

I suggest getting the mercury fillings out as soon as possible, and DO NOT get braces or other dental precedures done if you have mercury fillings. We all know that mercury is poisonious, having dental procedures done such as braces, cleaning etc, cause cause mercury to react to the different metals making it more volitile. I think you should get the mercury fillings out as soon as possible, it can affect intellect among other things.
