Colombian, and the Bogota accent in particular, is considered one of the clearest Spanish accents. My Spanish sucks right now, but I can understand enough to agree that their spanish is very clear.
As for living expenses, there were people living in La Calenderia (old and somewhat sketchy part of Bogota) renting a room for $200 per month. Food is incredibly cheap. You can get a decent meal for around 5000 pesos w/ drink which comes out to around $2.5 USD. Nightlife is still pretty cheap (by American standards) as long as you´re doing it the Colombian way... which is buying a bottle of rum or aguardiente and sharing it with a few people. Otherwise, as long as you stay out of Zona Rosa, your costs will be pretty damn incredibly low... and of course this is all dependent on how often you go out.
This is my first day in Medellin, so I´m going to go out and check this city out, but so far it looks very cool.
I can already feel a major difference in the personality of the two cities. That report is to come.
