Yes, but only with shared housing. Even in Scandinavia, I think I could have made it on $1000-1250 a month, which is what I was spending back in South America.
Here is my average rent per month for a centrally located studio or 1-bedroom apartment (usually with internet). The lodgings were average (not luxury).
1. Lithuania - $850
2. Finland - stayed in hotel apartment
3. Poland - $750
4. Croatia - $950 (shockingly high)
5. Iceland - $675 (winter rate)
6. Sweden - $975 (summer rate - higher than average)
7. Denmark - $600 (had one roommate, but great location)
8. Estonia - $620 (great value in Tartu!)
9. Norway - stayed in hotel apartment
10. Latvia - $850
11. Ukraine - $700
The average is $775 a month. This is for short-term rentals. If you're staying long-term and don't care if the apartment is furnished or not, take off at least 33% but usually more. They key is that, except for Denmark, I was living alone. You can find much cheaper for shared apartments.
