Yes, Paul Manafort wants to stay out of prison but Trump may be afraid of the political fallout of the pardon effecting his 2020 re-election as CNN and MSNBS would have a field day with it.

I didn't vote for Trump because I knew the Trump admin was gonna cuck. Keeping a pulse on things in the first 100 days, that was pretty easy to see. Ergo, the firings of the nationalist people in the Trump camp, Bannon, etc. Stephen Miller is still there, and he was at one point linked to Richard Spencer back in their college days at Duke.

What these judges do though, are prevent the president from exerting his executive power, for things like Immigration, executive orders, etc.

Part of the conditions to the Obama commutation were state mandated transexuality. Truly the devil's bargain:
