Back around 2006-2008 there was a cool feature called skypecasts in skype that was later removed that allowed users to join random chat groups. A host could pick a theme and moderate the group, muting users, etc. There was a list of active live groups on skype's website that one could search.
While there seem to be a plethora of voice over IP providers (w/video) (but mostly commercial) and no doubt that the the technology has improved.
However, I have yet to see a system that creates a similar ecosphere. It's addictive to login to a chat group with 20 other people and start chatting away. It was crazy fun!
