Couple things worth noting, in regards to the dating market for white men:
1. Being white makes you a global minority. Perhaps if you live in a European-roots country then you don't notice it as much, but actually there's not many whites in the world in comparison to Asians, Africans and Hispanics. Being white is relatively rare in a global sense, therefore there's a level of scarcity value attached to this.
So when a white man gets an SMV boost by going abroad, this difference is accentuated because the rest of the world doesn't have many of you so it's valued more.
2. Being white is still perceived with being "wealthy" or from a developed country. This is inaccurate and not true in many example, such as Saudis, Israelis and South Koreans are much wealthier than Ukrainians... but nevertheless this stereotype still exists in the world. Therefore this boosts white men's SMV in the developing world.
3. Whites are attractive, on average. Yes of course they age more from the sun, and blemishes/wrinkles/pigmentation etc will show up more on white skin compared to dark skin. And yes of course people will have different tastes, from their own perspective. If you don't use a typical American's unhealthy lifestyle, then from a genetic point of view, whites have good aesthetics.
Now before everyone gets all defensive and ad hominem, yes there are also inherent advantages for other ethnicities, this is not supposed to be some sort of pissing contest.

the value of white men keeps falling around the world, while the value of darker men rises more and more.
I think you're only partly correct, but I would say that the value of white men and darker men is falling around the world.
The value of men is falling around the world due the spread of anti-male sexist feminism, and also the rise in government welfare spending, globalisation and cheap travel.
In the past decades due to developing world economic growth and the growing middle class now darker men from emerging economies can compete with European men, because historically they couldn't. It has levelled the playing field a bit, but darker men will still have to deal with war against men of all ethnicities.
Now, to answer the OP's question: Best countries to visit as a white guy?
The best countries are anywhere that is not US, Canada, Western Europe, Australia, NZ, South Africa.
These aforementioned countries are not necessarily a sexual wasteland. I still do quite well in them. As do many others.
But, once you compare western countries with militant feminism to the rest of the world then it's clear that west is not as good for white SMV
1) perception of whiteness. Most countries outside the Anglosphere dont have an standarized concept of "white", nobody bring into a conversation the word "white" to define a race but stick to linguistical and cultural labels instead. Depends what do you perceive as white... As I previously wrote, SOuthern Europeans are much Closer to Near Easterns and even to Many Latin americans (talking about here about south Americans, not central america or Mexico, who represent 95% of all the hispanics in the States) appearance Wise, than they are to people above the Alps. Now the Hispanics crossing the US are mostly Amerindians from Central America and Mexico, they dont Represent whole "LAtin" America or hispanics. Neither Hispanic should be labeled as a Race in the Same Way "Asian" or "African" are not a race, in fact the concept of "hispanic" race in the US would be labeled as mixed-race in most parts of the World.
2) Many "white americans" also arent real white, such as Johnny Depp, Jimmy Falllon, Jason Biggs or David Schwimmer.
3) Diversity within Europe. There is a lot of Diversity in Europe, not only because of the recent immigration (last 45 years) coming from Middle East and Africa, but because there is a lot of Ethnic diversity in Europe even when you consider the original people. Take for example an average Sicilian or a Greek and put him in Denmark or Germany, he might get mistaken for a Syrian refugee or third generation Turk. AMericans dont experience such difference, because their average person claiming to be Italian american might have substantial British/Irish Blood, and on the same time the person claiming to be Polish american might also share a lot of British/Irish blood, which would be nearly absent for the Average non (British Islander/Irish) European , just to settle an example, Hence Americans dont really know the truly diversity of Europe, because Americans are quite mixed and they tend to have tendency or overrepresentation of certain Ancestries and mixes that arent common elsewhere,
