I think it is relative on the person. I know guys who have moved to NY, Miami, Atlanta, Dallas, Austin, Charlotte, Denver and have had just as little success with women as they had in the small no-name town they were from. A lot depends on you. You can kill it in a third tier city, your pool is just smaller, but that doesn't mean you won't get bites.

I'll throw a couple of curve balls in here.
Orlando- girls from all over the world there, including young college girls who stay for theme park internships. Not to mention I've met some chill northern Florida girl locals.
Columbus- Ohio State is over there, and honestly the second tier college towns in Ohio go under the radar for girls in general. I've been to a few hidden pick-up spots over there.
New Orleans- I was debating if this was a second tier city, but I'm going to say it is. I wouldn't go LTR over here, but for pure bang trips and short term flings, there may be no city in the US that will give you more opportunity without killing your wallet if you maintain discipline.

I spent some time in both Orlando and Tampa, and there are plenty of young options there. Univ of Central Florida has some of the most beautiful college girls in the state there (Florida State might have them beat)
