Ok, let's use some Diablo/DND Autism ™ here. The flag is resistant to fire. Could it be cut by a drone wielding a knife or a mini chainsaw? You don't need to cut the flag itself (you'd get tangled in all the cloth while doing it), just the taut rope or cable holding it.

Alternatively, could it be sprinkled with acid? If feral islamic scum can use that, so can the autists. They'd just need to be careful to apply all of it to the flag carefully and at close distance so that acid doesn't fall down and burn a passerby.

What if instead of attacking the flag a drone or an infiltrator got a hold of the raising / lowering lever?

You shouldn't do something that might damage the building that it's posted on. I better tactic would be to attach a MAGA flag right next to it or above it, so that the curators would have to climb up there to take it down. Then, keep doing it until they get tired of it and remove it altogether.

You'd need a drone with a servo actuator with enough dexterity on the servos and on the thrust vectors to do it properly, even more so at night.

I'd just drop a thin red blanket over with with 4 small weights on the corners from the top using a drone. The actuator is simple and not too much flying skill is needed, specially flying at night.

Or just bring the Russian guy who ends up in the top of every single building in Asia!

It's a very bizarre movie. It starts out with a biracial girl feeding a family rotten chelicken. Then she meets Shia and goes on the road, and their love develops. She prostitutes herself to some oil workers, and has disagreements with riley. Then sing along to lots of rap songs along the way. The whole thing is confusing, but it was highly rated by critics.
