I agree, completely. As an European in the states I noticed the same pattern. But to stress it a step further: people in the US seem often extremely eager to please everyone. Talking about girls, they tend to agree enthusiastically to any invitation, even when they do not give a damn.
This behavior has quite an impact on handing out numbers and on committing to dates. Back in Europe I recall quite often that girls would not hand out their numbers if they werent interested, or would make it very clear that they werent going to accept a date invitation.
In the US girls would hand out their number to a monkey if the monkey could ask! The ego-boost/validation is one factor. The other appears to be that - according to a girl that is friend of mine - "It is easier to give a guy your number and then screen him, rather than just say you arent interested and create an awkward situation when he asks you".
I told her, to no avail, this "awkwardness" she alludes to stems from her dysfunctional urge to say yes, enthusiastically, to everybody, no matter the circumstances.
It is either this behavior, or the opposite side of the spectrum - the hostile aggressive bitch shield. Rarely I hear something in between.
I dont think I'll ever get used to it.
