Online has gotten worse over the years, but it's still possible to pull decent looking girls from it. I highly suggest using Tinder because the girls are much more attractive than the mainstream average on regular dating sites.
The key is everything has to be tight, from your looks, style, profile description, messaging, meet up and closing game.

By improving yourself, you'll invariably improve your social circle and meet much higher calibre women. This takes time.
