Most likely yes and to be fair something needed to be done to stop that. However hopefully this law doesn't become an extension of feminazi laws that result in things like 18 year old getting put on sex offender list for being with his 17 year old girlfriend.

I agree legit pedophiles need to be targeted if they are going overseas to exploit children, but the US government saying they have jurisdiction over foreign soil is ridiculous. The court system is absolutely tyrannical and out of control, and laws like these will absolutely be twisted against men who have done nothing wrong. The government could charge you with "Conspiracy", and say that you planned to have sex with an underage girl overseas, regardless of whatever evidence actually exists.

Our society has become ludicrously puritanical about sex- and sex just isn't that big of a deal, believe it or not. To listen to feminists, liberals, ultra right wing christians, etc, you would think sex is a world ending, catastrophic act, that obviously demands the involvement of authoritarian bureaucrats. In reality, it's pretty mundane. A stimulating, intriguing facet of the human experience, but ultimately not that consequential. If a man goes abroad and has consensual sex with a 16 year old, why should anyone care? If she later regrets it, who cares? When I was 16, my girlfriend was very eager to have sex and basically arranged it. My first time, she was on top. It wasn't mindblowing, or traumatizing, it just was. How juvenile does a society need to be, to demand simplistic GOOD/BAD labels for anything and everything? Sex is simply a part of life like every other, sometimes triumphant, occasionally tragic, but usually routine. The intervention of psychotic bureaucrats into increasingly private realms of our personal lives is alarming, and proof in and of itself that they are deranged tyrants.

I am pretty sure there are lots of other laws that are similarly applied. I don't know the full list off the top of my head, but one example I vaguely recall is that it's illegal to import animals that are illegal to own in OTHER countries. I think I saw that in the "don't talk to the police" video, in case anyone is curious to know more.

Do you think it's realistic to expect the average voter in American society to be capable of having a more nuanced or advanced moral system? I'm not sure if it is realistic. Which explains why these bureaucrats ultimately get away with it.
