I've always been a fan of the more zany type of British comedy.
To me, comedy is about offering escapism from the routine, hum-drum grind of normal life. A life that is, in many ways, distinctly British.
Shooting Stars, The Young Ones, Bo' Selecta - all are completely ridiculous. But that's why I love them.
I think the best comedy (and hence, the funniest people) springs from cultures which are more on the miserable side. Their comedy is the antidote.

Spanish speaking countries have a great sense of humor and since there are so many different Spanish dialects it's quite hard to determine which one tops the other. They're all great IMO.

To state who the funniest is, one has to define what humour is. Humour is cultural and what is funny to one culture may not be funny to other. I grew up in an Anglo society so obviously I relate to Anglo humour.
However, I have not spent enough in another culture to give an objective statement that one culture is less funny than another.
Sometimes the stoic, tongue in cheek humour (Brit) makes me laugh and other times I laugh hard at the blatant in your face American humour. I like a combination of humour so it's not fair for me to say that Brit/US humour is funniest without backing.
For instance, I find Greek Kamaki quite funny and he's a Greek. Maybe my brain honed from Anglo culture is able to derive humour from what he says and how he says it?

Then the Brits have stuff like;

Both American and British comedy have their strengths but the weakness which unites them is the pathetic shit show which the majority of "comedy" shows are these days with audience laughs.
Now Fresh Prince of Bel Air was good with the audience because it was funny but two & half men, how I met your mother, friends? Urgh.
