A truly wealthy country is one that doesn't let it's own be waste away on the streets.
What more can you do?
There is already food banks and welfare. They having funding for mentally ill people in many countries that pays more than welfare and provides cheap housing.
If you feel so strongly about it, why don't you do something about it?
Trying to make us feel guilty or obligated isn't likely to change anything.

I ask a few questions of any panhandler claiming to be a veteran. Usually a few questions about duty station, MOS and what unit reveals the truth.
Got one guy claiming to be a Vietnam Vet - he was at least ten years younger than me, and I was just about too young for that.
