I'd say in countries that have poor infrastructures and slow public transports such as Romania, Bulgaria, Serbia and Ukraine, a car surely can help your game. These countries are also quite poor, so girls are more easily impressed if you show off a little. Of course it depends also by the particular city. In Odessa having a car helps a LOT, but be aware that the competition will be hard, with all those rich russian guys driving Porsche or Ferrari. Rumenian girls are crazy for money, so there too a car can help, of course as long you integrate it in your game.
In Poland and Czech I'd say a car is more or less useless, especially in medium size cities where the nightlife is concentrated in the centre and pedestrian areas (Wroclaw, Krakow, Brno) and/or is mostly about college parties: people don't have problems in using public transports, they actually prefer it, and going in a car with a stranger is not so common. Polish girls in particular are not much after money.

Trams, buses, trolley buses, two metro lines here in Sofia. Dirt cheap taxis (literally around 6-8 times cheaper than I was used to in Scandinavia). Tons of bus lines between cities, towns and villages, although having a car for trips out of Sofia - particularly for hiking trips - is definitely something I've considered.

As far as cars go, if it's to impress in Sofia then you're definitely up against the substantial upper class (thugs and otherwise) with all their high end Posches, Audis, BMWs, and the occasional Maserati, Aston, Lambo etc.
