In my experience, appearance matters first, then mood in terms of being passively noticed outside of a nightlife setting. Dressing well but not feeling that "aura of power radiance and masculine splender" still elicits eye contact. Maybe not an intense eye-fucked-lemme-gaze-at-him-down-the-block, but still a look. Girls are more forgiving if you've put in effort to look your best, and if you have style, they're not going to ignore
looking at you because of your mood. If anything, that dissonance adds flair. Your mood/tired vibe might be a problem when you have a conversation (or not, if you own it).
The positive attention from eye contact may feel good, but there's a fine line between curiosity and attraction. So a girl eye fucks you when you're tired; what are you going to do about it? Can you spit game when tired or do you have to take care of yourself first? I remember getting off a late shift with a pounding migraine a few years back. Sat next to a cute Austrian girl on the train, head buried in a book. No eye contact, but I tapped her on the shoulder, said "Excuse me", and the wheels were in motion.
I do better when I approach, not when I fish for eye contact. I used to fish for eye contact and girls would turn their heads. Makes sense, gives off a needy vibe. To hell with it, if you like what you see, approach. No need to wait for her "eye approval".
