Neustadt-Süd , to be more exactly the area around Zülpicher Platz (orange). (students go out here, more laidback style)

The area around Rudolfplatz & Friesenplatz is also very good (green). (the normal crowd and working people go out there , more of a stylish crowd , short dresses & high heels , some serious talent to be seen, but also alot of wannabe's, jerks and turks that like to show off. Doormen can be also idiots sometimes and the potential to see a fight here is the biggest)

Also Ehrenfeld to some extent if you're into hipsters (blue, cannot be seen on the map, but its not far, practically still in the inner city) ( even more laidback style than the students quarter, girls there don't necessarily wear high heels, but are easier to talk to than the stylish crowds around friesenplatz and rudolfsplatz ).

That said, there's a shitload of clubs & bars in cologne.

Once you try to imagine how they look under the heavy clothing they are not bad.
