You're correct but that statement needs a disclaimer which is that such things are often the keys to success with the 9/10's in the big cities and other entitled women there. I speak fluent Russian and it has been a great help for banging Russians and Ukranians outside their home country. Such as in the USA on work-and-travel, on vacation in Turkey or Bulgaria, etc. Helps you break the ice, get close to them, be able to communicate, perhaps help them with directions, etc.
However, I have only been to Russia once - in Moscow. I could not bang anything there (stayed 6 days). My "fluent" Russian probably sounded provincial to them, like I was some guy from the -Stan's trying to talk them up. Didn't give me the time of day. I don't blame them - how did I differentiate myself from all the Russian guys around them also speaking Russian?
In retrospect, I should have tried in English only.

my advice is come across speaking english , the n talk in russian , say you need practice your russian
