I appreciate the feedback, I am kind of leaning toward Montevideo, because I have never been to that country.

How is safety factor? Same as BA?

Also, are the beaches in Montevideo worth hitting up?

Sounds like you would definitely recommend this over Cartagena, correct?

Montevideo, and all of Uy, is safer than BA.
Don't know about the beaches. But...I do know that when the Argies go to Uy for the beaches... they go to Punta and elsewhere, not Montevideo. Roosh's travel guides have some info about this.

There's no beaches in Montevideo that I know of. You need to go to Punta for that.

I spent a few days on the beach in Montivideo back around last May/June when it was not the best weather. It was way to cold to swim but the beach is nice enough to just lay around and sunbathe.
