It was on top of my list until I learned about the winter inversion condition that occurs regularly there from what I could gather. A bit like down in Santiago de Chile, similar plateau seamed by mountains which locks in all the smog during winter.
Further out away from the lake areas may be worth considering though. It's beautiful country populated by conservative minded people, yes, MORMONS, but who gives a toss really.
