Condesa/Roma Norte for sure.
Here's a screenshot of my google maps, as you can see from my stars all the good bars and food is concentrated there.

If you need to save some cash, try Roma Sur or Colonia Juarez which still is walking / biking (lots of bike sharing options in cdmx) distance to all these places.
