Sometimes their just making conversation/being friendly. Don't expect her to just hang with you for a bit just because you made small talk. Your job as the man is to escalate things. As far as girls not responding, thats just part of the game, all you can do is try to connect better with her initially.
In the public transport example I wanted to wait till we got out the train make a bit more convo so she was more comfortable with me and less likely to flake then go for it but maybe I should have gone for the number to avoid this happening again.
