Since 'double meanings exist' and we have confirmation of approval of Federal Disaster Assistance by Governor Moonbeam Brown, then it's appropriate to suggest 'D5' could also refer to this 'Department of Defense Directive 5525.5':

California is being consumed by wildfires everywhere. Many of the fires look to be straight out arson or questionable “accidents.”

According to CA.gov On July 28th, 2018:
Governor Brown Requested Presidential Emergency Declaration for Direct Federal Assistance.

On Saturday, August 4th, 2018:
Governor Brown Announces Federal Approval of Presidential Major Disaster Declaration.

The CA.gov website goes on to say “A Presidential Major Disaster Declaration helps people in the impacted counties through eligibility for programs and support, including housing assistance, food aid, unemployment assistance, counseling and medical services and legal services. The declaration also includes public assistance to help state, tribal and local governments with ongoing emergency response and recovery costs, including repairs and replacement of disaster-damaged facilities and infrastructure such as roads, bridges and utilities. The declaration also includes hazard mitigation, which helps state and local governments reduce the risks and impacts of future disasters.”

What the CA.gov website doesn’t say is that this declaration gives the Military and the NSA legality to fully operate inside the borders of California under dodd 5525.5. Department of Defense Directive goes on to state the military will support local law enforcement agencies. Directive 5 speaks of the responsibilities of the military operation during major disaster declarations. Section 5.5 of Directive 5 states: “The Director, National Security Agency/Chief, Central Security Service (DIRNSA/CHCSS) shall establish appropriate guidance for the National Security Agency/Central Security Service (NSA/CSS)”

In short, The military and NSA are required to operate in major disaster declarations. Enclosure 2 goes on to state that all intel gathered that may be criminal in nature must be turned over to local authorities for prosecution of the criminal activities.
