3600EUR is not terrible but I expected less - around 2500EUR. 3600EUR is currently ~14k BRL, more than 14x minimum monthly wage. Let's say it's definitely not "cheap" by Brazilian standards.
Also, all consulting companies I've talked to offer housing because the official government employee must visit you at your Italian home at one point in the process. So there seems to be no way out of that (so far no company has confirmed it would be possible to hire their services while managing housing on my own, renting an AirBNB for example).
Still shopping around and getting estimates, I'll report back once I have more figures.
Update:
After talking to many consultants/lawyers, I narrowed my choice down to two people.
One is unknown to me, found online, and charges 4500EUR for the whole process (housing included). Highly praised online via multiple unrelated sources (I searched thoroughly). I was very interested in hiring this person. We went back and forth via email, but after trying to schedule a Skype call (at a date of their choice) this person disappeared. So that's a definite no.
The other one has worked with multiple people I know and is highly recommended. This professional was the safe choice. The same "package" as above would cost 5500EUR. Great service but I thought the cost was too high. Tried negotiating - denied.
I have more time than money to spend, and I wasn't 100% comfortable with my choices, so I made a decision. "Fuck it. I'll do it myself".
I was planning on staying in Europe for a while anyways, so I'll take the 5+ thousand euros I'd spend on this process and use it to live in Italy for 3-5 months while I learn Italian and get through the citizenship process.
I've talked to a bunch of people who went through the process and I don't expect it to be a walk in the park but I know I'll figure it out, and I'll get a much greater bang for my buck in the form of new experiences.
I leave Brazil in April and am currently researching towns to set up residence for the period. On the plus side, I'll have plenty of idle time to work out, develop new projects and travel.
