A while ago I looked into the historical background of the allegations. Here is a summary of what I came across. Fair warning, this information isn't for the faint of heart.
Occult practices within secret societies is something that has recurred and been talked about throughout history. Only recently, through freedom of information act requests, testimony of practicing psychiatrists, and the internet has more light been shed on it. To what extent this is conspiracy theory I do not know. Some reports seem absolutely far fetched, but the recurring of themes over and over again seem beyond mere coincidence. Psychiatrists risking their careers and reputations to speak out about victims they've treated doesn't strike me as something one would do merely for attention.
Before I begin, I wanted to establish that there is already precedent for innocent citizens being subjected to harm by authorities. In the Tuskegee experiment, which was run by the US Public Health Service from 1932-1972, impoverished rural African Americans were infected with Syphilus without their knowledge. They were forced to suffer through it, and were observed by health officials. Only after a whistleblower blew the lid on it was it stopped. Otherwise, it may have continued indefinitely. More:

One of the more alarming allegations is the subjection of children to trauma for the purpose of breaking their independent mental capacity, and being able to manipulate their actions. The trauma results in the victim disassociating with their personal identity, and, according to psychologists, multiple identities can be implanted in their consciousness to take on multiple personalities for different roles. The medical terminology for this condition is called Dissociative Identity Disorder (DID), and in the past was referred to as Multiple Personality Disorder (MPD). Though the inclusion of the condition was controversial, it is officially recognized in the DSM-V schedule of psychiatric disorders. For more information, read:

In the latter half of the last century, the number of cases of DI disorder increased dramatically. Some of the increase may be attributed to better identification of symptoms, but another explanation is the increase of institutional use of trauma on victims for mental manipulation purposes. There are nods to this concept in popular culture: think Manchurian Candidate, or the Bourne series.
It started with Operation Paperclip (1949-1990), where Nazi scientists, some of whom had been indicted during the Nuremberg trials were brought over and given employment within government because of the research they were conducting. Read more here:

The research of specific interest was related to mind control. The CIA began funding it under the Project name MKULTRA:

For many years, people came forward claiming they were subjected to abuse under this program, and were supported by clinical psychologists. This was regarded as conspiracy theory until the Church committee revealed the project to the public in 1975. A 1977 freedom of information request revealed over 20,000 documents related to MKULTRA.

Recently, clinical and forensic psychologists have been noticing patterns with their patients suffering from DI disorder. It became so prevalent that a conference was held regarding the issue. The ensuing discussion became famous, and is now referred to as the Greenbaum speech. A small portion below:

In Chicago at the first international congress where ritual abuse was talked about I can remember thinking, “How strange and interesting.” I can recall many people listening to an example given that somebody thought was so idiosyncratic and rare, and all the people coming up after saying, “Gee, you’re treating one, too? It wasn’t too long after that I found my first ritual-abuse patient in somebody I was already treating and we hadn’t gotten that deep yet. Then I decided to do a survey, and from the ISSMP&D [International Society for the Study of Multiple Personality and Dissociation] folks I picked out about a dozen and a half therapists that I thought were seeing more of that than probably anyone else around and I started surveying them. The interview protocol that I had, got the same reaction almost without exception. Those therapists said, “You’re asking questions I don’t know the answers to. You’re asking more specific questions than I’ve ever asked my patients.” Many of those same therapists said, “Let me ask those questions and I’ll get back to you with the answer.” Many of them not only got back with answers, but said, “You’ve got to talk to this patient or these two patients.” I ended up doing hundred of dollars worth of telephone interviewing.
What I came out of that with was a grasp of a variety of brainwashing methods being used all over the country. I started to hear some similarities. Whereas I hadn’t known, to begin with, how widespread these things were, I was now getting a feeling that there were a lot of people reporting some similar things and that there must be some degree of communication here.
Then approximately two and a half years ago I had some material drop in my lap. My source was saying a lot of things that I knew were accurate about some of the brainwashing, but it was telling me new material I had no idea about. At this point I took note and decided to check it out in three ritual-abuse patients I was seeing at the time. Two of the three had what they were describing, in careful inquiry without leading or contaminating.
