Change to forum registration back to monthly activation

For the past couple of months, I've left forum registration open in the hope that forum quality would improve. This has not happened. Instead, we've had increasing spam and troll attacks. Therefore I've reverted things back to how they were before.

New members who register will have to wait until the first week of the month to have their accounts activated. They can bypass the wait by upgrading their forum membership to gold: thread-32112.html

In my experience, increasing quantity usually leads to a decrease of quality, be it with women, customers in my business, many other instances. In fact I think that even this isn't restrictive enough and you're still gonna get trolls and losers joining, guys who add absolutely nothing, guys so cheap that they'd rather wait a whole month than to plop down 20 bucks. Usually anything that gets given out for free or for very little cost will attract dregs.

A year ago, when I made my first bitcoin transfer by buying gold membership here, I was nervous because I was only new and it looked like I was trying to buy my way, I wanted to make a sincere strong message of intent that I wasn't a troll....and it went swimmingly, much like this:

Is there any way to prevent low post members from starting topics?
I've noticed a lot from browsing this forum that a lot of low quality topics spring up from those with low post counts.

I feel it would help make more reclusive members(like myself) participate more to earn the privilege to create topics.
It would also help with drive-by trolling. (I.e. topics condemning the forum right from the topic title)

Obviously the newbie forum would be the exception to this.
Also I feel that the Donald Trump thread standard of a 50 post minimum would be a good place to start.

EDIT: I just noticed this is my 50th post. That was just a coincidence and I'm not trying to get myself on a head start.
Make it 75 or 100 I guess.
