My personal observations:

Korea also did not have Islam or Judeo Christian values for centuries and developed alongside Japan - sometimes as a repressed colony. Even today the internet is tightly controlled and to my knowledge porn and porn production is mostly illegal, though prostitution has always been somewhat tolerated.
