I can't find it, but there's also low interest (3%) loans for women and minorities only.
I don't like affirmative action period, the best person should get the job/scholarship period.
30% is a massive number. If I was a woman or minority I wouldn't even try to make competitive bids, I'd charge out the ass because they will have a hard time reaching that threshold (particularly construction, 90-95% of contractors I've known were white men.)
