That is a German movie titled "Er ist weider da" or "Look Who's Back". Hitler has mysteriously time traveled from 1945 to modern day Berlin and is made into a movie star. People think he is next level of comedian using likeness of Hitler but nobody realizes he is real one. He travels across Germany with one guy who helped him get onto TV. Movie has both acted scenes and hidden camera ones and I recommend it.
