This is one of the dumbest fashion trends to ever take hold. It grew out of prison culture, where inmates aren't allowed to have belts, so many of them have sagging pants. It grew beyond that and took hold outside. It started where guys just showed the top of their boxers (of course, the more popular designers that do underwear always have their name on the waistband, and WANT you to show it), then started moving lower and lower until pretty much all of their boxers are showing (the more extreme cases). This being said, it's fuckin' ridiculous for grandstanding politicians to want to draft legislation, or have cops write tickets for this. Anything that targets young black males will instantly make a politician popular. If we want to do that, chicks that are wearing low-rise jeans with their thongs showing should get busted too. Or if they're showing too much cleavage. Of if their jeans are so tight it shows cameltoe or are wedged up their ass crack.

This is the real reason. Most Jails and Some prisons don't allow belts, shoe laces, strings inside the hoodies or shorts because inmates frequently use them as a weapon or to hang themselves. This fashion thing has been around a loooooooooong time. Before American hoods descended into hell in the 70s everybody was dressing fresh and over the top. Only after the decline of the hood, drugs and the shipment of young Black Men into jail did this start to surface. Jail is jammed full of faggots. Hip-hop on a mainstream level absorbed all that homo shit. Think about it for a good 10 yrs hip hop was mostly a make consumed product. But dudes were always running around with their shirts off, oiled up, pants sagging. Looking like fresh meat for Hulo Escobar and Sunshine Anderson.

As portrayed in popular culture Black American and urban style decades ago was definitley much sharper than it is now. Not that every other race/culture's style hasn't also taken a dive.
To be honest the current poor state of urban style is a massive opportunity to people who are prepared to take it up a few notches and "rock it old school".
