CDC FY 2016 Congressional Justification

Breast and cervical cancer prevention and control funding [Breast and Cervical Cancer (BA and PPHF)] remains at $169,204,000. Although breast and cervical cancer screening sees a budget reduction of $37,800,000 due to costs being covered by the Affordable Care Act (Obamacare).


Highlights from the Report:


Prostate Cancer (-$13.2 million)

"The FY 2016 budget request eliminates funding for prostate cancer activities..."

Cancer Screenings (-$41.6 million)

"The FY 2016 budget request reduces funding for Breast and Cervical Cancer activities by $37.8 million and the Colorectal Cancer screening activities by $3.8 million. As the Affordable Care Act (ACA) increases access to cancer screening services, which began in 2014, the public health need to provide these clinical services will diminish..."

Note: Total budget remains at $169,204,000.

Climate Change (+$10.0 million)

"The FY 2016 budget request includes an increase of $10.0 million for climate change. With the proposed increase, CDC will fund state and local health departments through the Building Resilience Against Climate Effects (BRACE) framework. This increase will allow CDC to fund an additional 30 grantees, bringing the total to 48 state and local awards."

Gun Violence Prevention Research (+$10.0 million)

"The FY 2016 budget request includes $10.0 million for gun violence prevention research on the causes and prevention of gun violence, focusing on those questions with the greatest potential for public health impact. This activity is in alignment with Now is the Time, which calls for research on gun violence prevention to equip Americans with needed information about this public health issue..."

Rape Prevention (+$5.6 million)

The FY 2016 budget request includes an increase of $5.6 million for CDC’s Rape Prevention and Education (RPE) program to fund up to seven academic or research institutions to help CDC’s rape prevention grantees collect data and scientifically evaluate their programs to build the evidence base in sexual violence prevention and scale up evidence-based efforts throughout the RPE program.

Drug Overdose Prevention (+$53.6 million)

"Drug overdose deaths have skyrocketed in the past decade, largely because of prescription opioids. Prescription Drug Overdose (PDO) death rates quadrupled since 1999, claiming more than 16,000 lives in 2013 alone..."

Global Health Security Agenda (GHSA) (+$11.6 million)

"As evidenced by the 2014 Ebola outbreak in West Africa, epidemic threats arise at unpredictable intervals and from unexpected sources....

The FY 2016 Budget request includes an increase of $11.6 million to expand the Global Health Security Agenda. Over the next five years, United States global health security partners commit to working with at least 30 partner countries (containing at least 4 billion people) to prevent, detect, and respond to infectious disease threats, whether naturally occurring or caused by accidental or intentional releases of dangerous pathogens."

Polio Eradication (+$10.0 million)

"The FY 2016 budget request includes an increase of $10.0 million for Polio Eradication..."

As you can see, there are budget increases for Climate Change, Gun Control, Rape Prevention, Drug Overdoses, and Foreign Aid. Even with with budget cuts, breast and cervical cancer prevention retains a healthy $169,204,000 budget. Prostate Cancer prevention for American males: eliminated.

I wasn't even that high on Obama mania back in 2008 and didn't join in on the "magic negro" mentality of the mainstream but even with low to moderate expectations he still has to be one of the biggest disappointments of the last 10 years. If by immensely treatable you mean having a Radical Prostatectomy, or removal of the prostate gland and surrounding tissue, then yes it is imminently survivable - provided you catch the disease in the early stages. Roughly 90,000 out of the 233,000 men who will be diagnosed with prostate cancer this year will opt for that route. That is not an easy choice because "Erection problems are one of the serious side effects of radical prostatectomy. The nerves that control a man's ability to have an erection lie next to the prostate gland. They often are damaged or removed during surgery. Sometimes these nerves can be spared during surgery to preserve erections. About half of men are able to regain some of their ability to have erections. But this takes time. It can take as little as 3 months. But for most men, it will be 6 months to a year..." [source].

In the brief time that I have spent looking into the matter, I find it absolutely shocking that the CDC is going to cut all funding for prevention and research for prostate cancer. While the survival rate is 90%, that is mostly due to early detection. Here are some highlights from the Prostate Cancer Foundations FAQ Page:

How common is prostate cancer?

Prostate cancer is the most common non-skin cancer in America, affecting 1 in 7 men.

In 2014, approximately 233,000 men will be diagnosed with prostate cancer, and more than 29,000 men will die from the disease. One new case occurs every 2.3 minutes and a man dies from prostate cancer every 18 minutes.

It is estimated that there are nearly 3 million American men currently living with prostate cancer.

How does prostate cancer compare with other cancers?

A non-smoking man is more likely to develop prostate cancer than he is to develop colon, bladder, melanoma, lymphoma and kidney cancers combined. In fact, a man is 35% more likely to be diagnosed with prostate cancer than a woman is to be diagnosed with breast cancer.

How curable is prostate cancer?

As with all cancers, "cure" rates for prostate cancer describe the percentage of patients likely remaining disease-free for a specific time. In general, the earlier the cancer is caught, the more likely it is for the patient to remain disease-free.

Because approximately 90% of all prostate cancers are detected in the local and regional stages, the cure rate for prostate cancer is very high—nearly 100% of men diagnosed at this stage will be disease-free after five years. By contrast, in the 1970s, only 67% of men diagnosed with local or regional prostate cancer were disease-free after five years.

In summary, a man is 35% more likely to be diagnosed prostate cancer than a woman is breast cancer. Despite being the most common non-skin cancer, with a higher incidence than breast cancer, and is survivable mainly due to early detection, all research and preventative funding has just been eliminated by the CDC. To add insult to injury, nearly double what was spent of prostate cancer prevention and research is now spent on climate change, gun control, and rape prevention, while breast and cervical cancer retains a budget over 10x as large as what was eliminated.
