I was in Scotland this summer (also black dude). Most of my interactions were with chicks from other countries (LOTS of tourists and expats. Maybe its just a summer thing though), but the Scottish girls were cool as hell. And the guys actually seemed more excited about me getting with their women than I was. Though the Irish guys I met seemed like that also.

Being American, and black, was somewhat of a novelty but nothing crazy. It'll make opening easier (say pretty much anything and you've opened a 10 minute conversation), but it won't get you laid by itself. I imagine Ireland would be the same, maybe a bit more conservative because of the Catholic thing.
