It is confusing. There are a lot of good looking women, but the nature of the country means you will often not see them "on the street", as the public environment is often unsafe, unclean, or both. So the middle classes and above spend a lot of time in privately controlled and owned environments where the law gives the owners the right to refuse anyone admission. They will generally eject any troublemakers, or refuse them entrance in the first place, because if they don't people with money will simply go elsewhere where the owners do, and their property value and income will fall. Cape Town is the city that you are probably most likely to see the middle classes "on the street", but even there lot's of people stick to private areas like malls. The Waterfront is a large area near the CBD that is privately owned (by a state pension fund mostly) that is maybe a bit more interesting than a mall. Lot's of tourists though. Canal Walk/Century City is another area a bit to the North of the CBD that is massive and has lot's of people around.
Also take note that you will really need a car. Again, Cape Town is the city that a middle class person is most likely to use public transport, but if you stay there for any length of tie you will need a car, or be prepared to spend more than you would have on a car on taxi charges. With a budget of US$5,000 you will be able to afford a car.
Yes, there are plenty of people with money. It's true that the majority of the population is poor, but the rich and middle class may as well be living in a different country to them. This upsets some of the more cloistered Western tourists who's life experience doesn't really equip them to process poverty, especially in South Africa with it's racial issues. I doubt this is you, since the RVF forum attracts more worldly people, but if poverty and income differences unduly upset you, SA is not the country to visit. One minute you can be in Camps Bay, which may as well be Beverly Hills, and a 20 minute ride to the airport takes you passed slums that make a favela look upscale.
Rent can be expensive in Cape Town. The very nicest areas like Camps Bay and Clifton have rental rates per sq metre that are not that different to Manhattan. It's crazy. But there are other much cheaper areas. If staying for the long term check out

PS: Cape Town is very "cliquey", but if staying for a long tie you have to find your own groups/tribe to associate with. Hikers. hipsters, rockers. whatever. Just like anywhere really.
