Already read all forum involved.
I have 4 k budget (except flight) for July 1st - 6th visit any Greek island.
Confused between high end islands (Santorini) and average budget islands (Ios or Crete).
Try to swoop more but don't want to agree lower quality.
Don't know where I head to???

I have answered lots of times this question.The best islands are the big ones:Rhodos,Crete,Kos and Corfu.
The proportions on these islands are 30% English,20% German,30% Scandinavian,20% Eastern European.

Early September is maybe the best period since most sexy thirst stagger guys have left and girls on budget are coming who really have interest for the island.Another advantage is that Italian guys who always take vaccations in August have left and with them lots of competition.
