Doesn't China have issues with male-female ratios? Boys are favoured over girls so how does this work out?

They are trying to get their men to be productive and motivated. M/F ratio in China is like 1/3 so girls are super spoiled and guys are frustrated and unmotivated. By shaming females they want to stabilize themselves as a country.
